Why a platform team should care
Strip out the cars and this is a first party service being unbundled from first party hardware. The default logic of Apple services is that they make Apple devices more valuable, and CarPlay is the textbook case of that logic applied to a dashboard. Licensing the map stack to run on another company's silicon, inside another company's interface, for customers who may never buy an iPhone, runs the other way.
Embedded car navigation has been served for years by specialised mapping suppliers, precisely because the big consumer map providers preferred to keep their stacks attached to their own surfaces.
