OpenAI’s European expansion covers 31 markets. The announcement is now updated with August 31 self-service access for advertisers, while the user-facing choices depend on plan, region and eligibility.

Two audiences, two kinds of access
The official expansion announcement is dated August 18, rather than August 19 as the original article stated. Its August 31 update says Ads Manager self-service is available across the 31 European markets. Access through sales teams and partners is therefore no longer the only announced advertiser route.
The current country table lists France as available and bases eligibility on the location of the legal entity being advertised and billed. Creating an account alone does not override country eligibility. This advertiser access is separate from whether a particular ChatGPT user sees an ad.
Choose the control that matches the intention
OpenAI’s ads help page limits ad eligibility to Free and Go, excluding Plus, Pro, Business, Enterprise and Edu. It says personalization is not initially available in the EEA or Switzerland. Where personalization controls are offered, disabling them changes selection rather than removing ads.
There is also a Free-plan Ads-Free option with lower usage limits and reduced tool access, subject to regional availability. The old article’s claim that paying was the only way to avoid ads omitted this option. Go users must change plan to use that Free experience.
Consider two practical intentions. “Do not use my other chats to choose ads” concerns personalization. “Do not show ads” concerns the available ad-free experience or plan. A setting that meets the first intention cannot be assumed to meet the second. Check the wording and resulting limits shown in the actual account; this article does not claim every European account exposes identical controls.
Separate a sponsored placement from an answer
OpenAI states that ads are labeled, separated from answers and run independently of the chat model. Its documentation also distinguishes aggregated advertiser reporting from conversations. These are the publisher’s commitments, not an independent audit performed here.
For an original reading example, a conversation comparing two tent sizes might show a sponsored retailer. Treat the retailer’s offer as a paid placement and verify its dimensions, delivery terms and total price on the linked destination. The surrounding answer does not certify that offer. If you directly message an advertiser through an ad, the messages you choose to send are visible to that advertiser.
The useful account check is therefore concrete: identify the plan, inspect available ad controls, read any limit tradeoff and distinguish the sponsored unit from the answer. General claims that contextual advertising stores no data or that a launch configuration settles every privacy question are not supported by the announcement.
